The Internet of Things has recently been a popular topic study for developing smart homes and cities. Most IoT applications are very sensitive to delays, sensors provide constant stream data. cloud-based services that were first employed suffer from increased latency inefficient resource use. Fog computing is used address these issues by moving cloud closer the edge in small-scale, dispersed fashion. quickly gaining popularity as an effective paradigm providing customers with real-time processing, platforms, software services. Real-time may be supported at reduced operating cost using integrated fog-cloud environment minimizes resources reduces delays. Load balancing critical problem fog because it ensures dynamic load distributed evenly across all nodes, avoiding situation where some nodes overloaded while others underloaded. Numerous algorithms have proposed accomplish this goal. In paper, framework was contains three subsystems named user subsystem, subsystem. goal decrease bandwidth costs same time. To optimize use sub-system, Fog-Cluster-Based Load-Balancing approach along refresh period proposed. simulation results show “Fog-Cluster-Based Balancing” decreases energy consumption, number Virtual Machines (VMs) migrations, shutdown hosts compared existing framework.
